Historically, japan declared war on december 7th 1941, but in most of my playthrough, the usually declare war in mid to late 1941. What's more bizarre is how they can make it work with the german ai declaring historically to the week (late aug-early sept). (i know Pearl Harbor isn't in the game)

December 7, 1945. Playing as Germany in Ironman. After conquering the UK, USSR, Japan, and USA, I finally dropped my first atomic bomb on Tierra del Fuego. Two achievements with one nuke!
Now it really is the Land of Fire!

After countless Germany runs I had finally capped France (Skill issue on my part) and I’m now going to try Barbarossa.
What are some tips I can get, and how can I assure supply is good? Usually I try and max out railways that look somewhat important and close to the front line. Any tips is greatly appreciated!

Kinda meta but I always imagine that type of shi when playing hoi4 games, imagine learning about napoleon, the 1800s, ww1 but then in 1936 the world changed when fucking Belgium became fascist and took over half the planet and it’s being taught in the USA which was not taken over or something

So I installed the game about 80 years back and played it for 6 years, now I have came to tell you that it was a very bad experience, I played Germany and at first I defeated all my enemies and even capped France in a month, but soon I encountered some problems,
- The player on Russia was clearly cheating with an infinite manpower and tank buff, I killed tens of millions but his divisions still has equipment somehow.
- At the end of the game whenever I wanted to micro manage my divisions nothing happened, I kept selecting the divs and clicking and none of them attacked
- Italy
Overall: 0/10 Not recommended wouldnt try again

Generals!
Greetings, I’m Norrman and I’ve been working with Marijn and Alex on the upcoming Romania Focus Pack and I will cover the first part of this Dev Diary.
Some quick notes about me before I move on to the content that has been my main focus. I’ve been playing Hearts of Iron IV since about a month after the game’s release and I’ve been modding the game for a bit over 4 years at this point.
Starting Situation
Now, back to the matter at hand, the Kingdom of Romania!
In January 1936, the Kingdom of Romania was practically at the peak of their territorial expansion. Following the end of the first World War and the short war with Hungary in its aftermath, they achieved what came to be called Greater Romania.
However, while they achieved their goals of uniting a majority of the Romanian people under their flag, they also ended up with a large number of Hungarians, Bulgarians, Ukrainians and Russians under their flag as well, and now they find themselves having to prepare for potential future conflicts with their revanchist neighbours. The Tsardom of Bulgaria is seeking to regain the lost land of Dobruja, the Kingdom of Hungary is straining against the yoke of the Trianon Treaty in an attempt to find a way to restore Hungarian rule over Transylvania and in the east the Soviet Bear has not forgotten Romania’s annexation of Bessarabia.
To help Romania contain Bulgaria and Hungary, there are two alliances, the Little Entente, together with Czechoslovakia and the Kingdom of Yugoslavia, and the Balkan Pact, together with the Kingdom of Yugoslavia, the Kingdom of Greece and the Republic of Turkey.
At the same time, the Polish-Romanian Alliance ensures that in the event of an eastern invasion against either country, the other party is primed to assist. Though this alliance is only for defensive purposes and specifically against the Soviet Union.

One of the side effects of rapid land acquisition, especially from a country which has held that land for a very long time, is that integration takes a very long time. By January of 1936, a clear split had emerged between the two parts of Romania. The Old Kingdom, which was what Romania looked like before the First World War, and the New Kingdom, which makes up the territories gained from not only Hungary, but also the former Russian Empire.
These two sides of Romania had often very different views on how things should be handled, and they would often be competing for funding from the central government in Bucharest.
As you start your political focuses, early on you’ll be given a choice, do you give financial aid to the New Kingdom, or do you prioritize the Old Kingdom? Depending on your choice here, you’ll have access to either Alternative History paths for Romania, but no matter which choice you make, you’ll always get access to the Historical Path.

Fascist Branch
I’m now going to start by talking about the more… radical option which sees you undermine the monarchy by further expanding the Iron Guard. From expanding their recruitment drives to propagating anti-monarchical propaganda, you’ll build up the Iron Guard to a point where you can demand a referendum which sees the monarchy abdicate and the Iron Guard take control over the country.
While you’ve achieved your goal, not everyone in Romania will be quite so happy to see this regime change. You’ll have to deal with the various movements that oppose your regime before you can move forward with opportunities for expansion coming a bit later in the focus tree.

Here you have two choices, the one I am going to talk about here is where Corneliu Codreanu comes to power. With Codreanu, you’ll form the Legion of the Archangel Michael, should another Balkan share your ideology, they will be invited to join this faction. Further down the path you’ll have access to focuses that are similar to the Balkan Dominance Path from the Death or Dishonor version of Romania’s focus tree, where your goal is to, well, dominate the Balkans.
However, unlike in Death or Dishonor, you’ll find a little treat at the end of this branch, that’ll ensure that you remain the Cornerstone of the Balkans.

Historical Branch
Historically, Romania did something one could call a “gamer move” by changing their ideology, not once, not twice, but four times. So, presuming that you experience a close-to-historical game, you will move through each ideology at least once before the game is over.
It all stems from the General Election that historically took place in December, 1937, though here it is available earlier, should you wish to hurry down the tree. Moving on from the General Election, you’ll start the gradual transition away from a Democracy and towards an Absolute Monarchy, with initial focuses reflecting both the more liberal side of a democracy, but also having some less liberal focuses where you rein in press freedoms, all for the sake of preserving Greater Romania.

However, as you move through this branch of the focus tree, there are those who will be a lot more vocal about their opposition to your regime, namely the Iron Guard.
And as you progress, you’ll have to find a way to deal with them and stop them from throwing spanners in your wheels.
Once the Iron Guard has been dealt with, technically the focus before it as well, you’ll have two options. You can continue down the Historical path and begin your alignment with Germany, or you can choose to Relax the Royal Dictatorship, though we will cover that path in a future post.

As you work to Strengthen German Relations, you’ll get some events that will lead to King Carol’s eventual abdication, and the ascension of his son, (future) King Michael.
Now, just because you and Germany are on friendly terms, does not mean that you are a fascist nation, no that comes a bit later after you’ve dealt with the remaining Carlist (not the Spanish ones) elements that still hold sway over your government.

Around this time, you’ll start to face external pressure as well, with the Soviet Union threatening to declare war unless you return Bessarabia to them, Hungary demanding the return of Transylvania and Bulgaria coming for Dobruja.
With the territories lost, you now have a new goal, the restoration of Greater Romania, and as you align yourself closer with Germany you’ll get the opportunity to reclaim parts of your lands that were taken away from you.
Now, before you go on the war path to restore Greater Romania, you may want to invest in one of the things that Germany was desperate to keep out of Soviet and Allied hands, namely the Muntenian Oil Fields.
The Muntenian Oil Fields are of vital importance to Germany, so, you must do what you can to ensure they keep pumping up that black gold to keep the Axis war effort moving.

Depending on how well the war goes for you, you’ll unlock one of two paths. If the war is a success and you’re pulling your weight, the option to press the advantage will open up. However, should the war situation not necessarily develop to your advantage, you will get the option to face the turning tide, and instead of marching east, you’ll be marching west, as your government changes to fit this new situation.

Industry - Economic Turmoil
Alex here, and let's now talk about industry. When designing Romania, we really wanted to capture the nation's economic turmoil and internal struggles during this era. At the time, Romania had an 80-90% rural population heavily dependent on agriculture, yet the state’s elite and leadership was desperately striving for modernization and industrialization. This historical friction translates directly into the economical focus tree. Depending on your priorities, every benefit will come at a cost. You can choose to address your population's immediate needs by developing a strong agricultural base, laying a stable foundation for later industrialization or you can force rapid industrial growth right out of the gate to secure your geopolitical position. We’ll be diving deeper into the agricultural branch’s full content in a future dev diary, so for today, let's look at the heavy industrialisation path and a bit about the agricultural one.

Balkan Industrialist Branch
If you'd rather focus on navigating the political landscape or building up your military without getting bogged down in economic management, the Balkan Industrialist branch is the way to go. While it is the shorter of the two industry paths, it is significantly faster to complete. This route grants you immediate access to vital industry in the short term, though you'll be leaving your long-term economic potential to chance and political successes.

By taking this route, Romania can unlock powerful production buffs early in the game. These bonuses are specifically tuned to last throughout your peacetime buildup, giving you the breathing room to focus entirely on establishing a strong diplomatic presence on the world stage (something that we will talk about in depth in the next diary), or to rush down alternative branches of your focus tree.

This is what a fully realized, peacetime Balkan Industrialist build looks like. Notice I emphasize peacetime, as we will discuss in a future dev diary, once war breaks out, Romania has unique ways to mobilize its industry to face the storm head-on. Please keep in mind that the political and economic landscape showcased here is just one example, and your actual situation can differ slightly depending on your choices and priorities.

Breadbasket of Europe
Next up is the more nuanced and rather complex branch of the economic tree. Without spoiling its major mechanic just yet, we want to let you know that this path was adjusted and improved based on YOUR feedback. In one of our previous Dev Corners, some community members suggested that Romania should be able to lean into its historical "Breadbasket of Europe" nickname, a title it held briefly right before the outbreak of WW2 while also trying to better adhere to agricultural norms.
To better represent the historical friction between the agrarian sector and the military, going down the agricultural route will apply some recruitable population factor debuffs (don't worry, these can be removed later!). The historical issue was that men were kept in the army during peacetime with very little leave granted, leaving their families struggling to work the land. By choosing this side of the economical branch, you are effectively reforming this policy, granting men more freedom to return to their farms during peacetime.

This side of the economic tree will grant Romania fewer "free" factories directly from focuses, but compensates by providing massive bonuses to trade and plenty of extra building slots. Unlike the heavily industrial-focused branch, where the focus tree largely dictates what you get, the agricultural route gives you the freedom to greatly shape your own late game economy. You are granted the building slots and civilian economy to construct exactly what you desire. The trade-off, however, is time, you will need to heavily invest in the agricultural branch to unlock its full potential.

This is what a fully realized, peacetime Breadbasket of Europe build looks like. I want to emphasize peacetime once again, we will discuss exactly how Romania shifts its industry to handle the outbreak of war in a future dev diary. As always, your actual situation can differ greatly depending on the choices and priorities you make while going down this branch. Oh, and besides what you see here, there is still one more major mechanic tied exclusively to the agricultural path that was heavily shaped by the community feedback and which we will showcase in a later dev diary.

Let us know your thoughts! In the next Dev Diary, we’ll be looking into the other alt-historical political paths, the country’s path-shared mechanic, and the military branch.

Hey guys, long-time fan of Hoi4, lifelong player of map games, just finished this playthrough before I go to war with the Allies. I have Italy Romania and the USSR annexed, do I need to puppet them? Thanks in advance

This has definitely been the single most annoying achievement I have done so far that it made me rage quite multiple times. Most where just tedious to get 30 minute of Mel, don’t die for your country, One world empire but this one definitely takes the cake for being annoying and difficult to do

Finland really pulls it weight, this seems to be a military masterpiece on their part.
It's like they got Rommel, Zhukov or Mannerheim controlling the forces, I know they don't but with these military tactics, it really feels like they do
