As RNZ and TVNZ have reported, Quinovic and a landlord have been fined nearly $3,400 for unlawful entry, lack of repairs, and intentionally bullying tenants with "baseless" threats of eviction.
The landlord asked Quinovic (trading as Porirua Property Management), to threaten the tenants with eviction in the hope they would move out early. Of course, Quinovic was happy to oblige, even though they knew it was illegal.
According to the Tenancy Tribunal ruling: "The owner said there was no intention to harass, and the owner acted on the advice of Quinovic, who was the expert here. I find Quinovic’s actions were most definitely intentional, and that the owner agreed to use a threat as a way to end the tenancy.
"This is at the top end of the scale because it is hard to think of a more serious breach to the tenants quiet enjoyment than an intentional campaign to end a tenancy by using baseless threats of eviction."
Maybe the most disturbing aspect of this case is that Quinovic admitted it had used the same tactics against other tenants.
"Quinovic advised the owners that ... Quinovic could notify the tenants that the owners intended to apply to the Tribunal for termination, in the hope that they might issue notice and vacate earlier of their own accord, because this approach had worked in some past tenancies, although Quinovic couldn’t guarantee an outcome."
It looks like Quinovic staff are so comfortable with bullying that they can openly collude with landlords to harass tenants. This really speaks volumes about Quinovic's leadership.
