You haven't had much interaction with this neighbor which makes me feel like you're just a step above strangers. If my neighbor asked me to enter their home without me ever being in their house or interacting much with them, id feel strange about it too. But I'd still gladly do it. It's just, I'd wonder why you're asking me instead of someone you know better. That's a high level if trust.
I really don't believe your neighbor was intentionally being insulting by stating it's a strange request. I'd probably respond the same, but not meaning anything rude by it.
