Since 2018, players in the Netherlands can't trade, use the Auction House or the Meso Market on Interactive worlds and now MSC. As far as we can tell, this goes back to the Dutch Gambling Authority (Kansspelautoriteit, Ksa). Nexon has never given us an official explanation. Here's what the public record shows:
2018: the Ksa's interpretation
In April 2018, the Ksa published a study concluding that loot boxes break Dutch gambling law only if the items from them can be transferred/traded. Publishers responded by disabling trading for Dutch players (Valve did this for CS:GO and Dota 2 in June 2018). The MapleStory restriction most likely comes from the same interpretation.

2022: the highest court overturned this
On 9 March 2022, the Council of State (Raad van State, the highest administrative court in NL) ruled that the Ksa had wrongly fined EA over FIFA packs, even though their contents could be traded on a transfer market. The court found that opening packs is not a standalone game of chance, so no gambling licence was needed. This ruling is final.

A loot box ban is only a plan, not a law
After the ruling, Dutch parliament adopted a motion asking the government to *look into* banning loot boxes. In December 2024, the minister said the Netherlands is pushing for a ban through the EU's upcoming Digital Fairness Act. None of this is law yet, and it targets loot boxes themselves, not player-to-player trading.

Other publishers moved on
Valve restored trading for Dutch CS:GO players years ago. Players on the official forums also report that the restriction has been lifted in other Nexon games, but not in MapleStory Classic/Global.

What we're asking
We're not asking Nexon to ignore Dutch law. We're asking for transparency:
- What specific law or ruling is the restriction based on today?
- Has Nexon reviewed it since the 2022 Council of State ruling?
- If it's a precaution for the proposed ban, is there a timeline for reconsidering?
Dutch players are part of the community too. A clear answer would go a long way.
