I get it doesn't only double after வினைத்தொகை (the root word (verb) on it's own) but it sometimes doesn't double after words like ஈட்டி, வந்து etc which are வினையெச்சம்(?)(the verb that doesn't show who speaks it and tense)

Is ஊரறிய basically open or public? lit. known to the village?
