Activism Want to report suspected animal cruelty but don’t know who to call? Here’s where to start (U.S.)
Seeing an animal you think may be neglected or abused can leave you feeling helpless, especially when you don’t know who to call. Many people understandably contact the nearest shelter, but shelters and rescues don’t always have the authority to investigate.
Depending on where the animal is located, that responsibility may belong to animal control, local police, the sheriff’s department or an authorized humane officer. If you’re unsure, call animal control or your local police nonemergency line and ask, “Which agency handles suspected animal cruelty at this address?” For active violence or immediate danger, contact emergency services.
When you report, useful details include:
- The address or exact location.
- What you personally observed, including dates and times.
- A description of the animal and the conditions.
- Photos or video, if you can get them safely from somewhere you’re legally allowed to be.
Be clear about what you saw and what you don’t know. “I saw the dog outside at three separate times today and couldn’t see a water bowl from the sidewalk” is more useful than “They never give their dog water.”
If it’s an ongoing concern, a dated log can help document a pattern. But don’t delay an urgent report to gather evidence, trespass or put yourself in danger.
Write down which agency you contacted, when you called and any case number. If the concern continues, follow up with additional observations. You may not be able to see what action the agency is taking, so a lack of visible change doesn’t necessarily mean your report was ignored.
You don’t have to prove a crime occurred before reporting a concern. Share what you personally observed so the investigating agency can assess it.
For anyone who has made a report before, how did you find the right agency, and was there anything you wish you’d known beforehand?
