I think it’s not a strange request, but it’s definitely strangely worded; 

My response would probably be: 

“What do you want me to do about it”

It’s about not relying on implications or assumptions. 

OP said they didn’t really know the neighbour that well, so in that case I’d simply want the instruction ( favour) to be clear. This way the neighbour knows what exactly the favour entails

 also omitting assumptions makes it less of a burden for the neighbour.

People playing willfully stupid and obtuse to this. Like obviously the reqeust is implied with her thinking the oven is on.

In my case it’s not playing wilfully stupid… It’s about not relying on implications or assumptions. 

OP said they didn’t really know the neighbour that well, so in that case I’d simply want the instruction ( favour) to be clear.
