It's honestly a pretty common tactic in marketing/advertising. Inflammatory/Outlandish statement to draw attention---> Clarification to take advantage of drawn attention. This is just a particularly poorly done example of it.
I mean, outside of, you know, The WarTM there were a lot of fashions and styles in the 1940s that people would be drawn to. A lot of the movies out of that period that aren't war films play up a very upper-class look, too. Pair that with Paris being considered a very fashionable and romantic city, I can understand making the mistake.
