City council is considering making microchips mandatory for all dogs and cats in Amarillo.
This came up at the Oct 13 council meeting and I haven't seen much about it, so here's the rundown.
Nothing has been voted on yet. It was discussion only, and the mayor asked staff to bring back an actual draft ordinance, maybe in November.
As presented, every dog and cat over 3 months old in city limits would need a microchip that's registered with the chip company, with your contact info kept current. If a pet changes hands, both the old and new owner would have 30 days to update it. There'd be a six-month grace period at first, and after that it would mostly come up when an animal control officer is already dealing with your animal. They didn't set a penalty or fine amount yet, and the only exemption they talked about was medical, with a note from your vet.
The council looks split. Mayor Stanley said a mandate would "criminalize a good part of our community" and he'd rather do voluntary chipping with incentives. Councilmember Simpson said he's looking forward to "voting and supporting" it.
The numbers staff gave were interesting. The shelter takes in 8,000 to 10,000 animals a year, and only about 1 in 5 gets back to its owner (21.3% so far this year). Animals that came in already chipped did a lot better: 152 of 283 went home in 2025, and 77 of 98 so far this year. Staff also said 9 of the 18 peer cities they looked at already require chips.
Also, if you adopt or reclaim a pet from the shelter, it already has to be chipped before it leaves.
If you want to chip your pet regardless, staff said it's $10 at Animal Management and free through the end of October.
I put the whole timeline together on my personal website, going back to when the advisory board first recommended it in 2025. Every item there links to its source, mostly the original City documents (agendas, minutes, city code, the meeting video) plus local news coverage, so you can check it yourself: https://amarilloledger.com/events/pet-microchipping/
It's free, no login. If I got something wrong let me know and I'll fix it.
So what do you all think? Would you support making it mandatory, or should it stay voluntary?
