Love his outfit, and the mustache and goatee really compliments his look.
Alas, guy only gets two significant scenes.

Zidgel, Midgel, Fidgel & Kevin - 3-2-1 Penguins!

Skipper, Private, Kowalski & Rico - Madagascar

BTW, 3-2-1 Penguins! predates Madagascar by nearly 5 years, as the very first episode of 3-2-1 Penguins! was released on November 14, 2000, making the 3-2-1 Penguins! quartet the first ones to my knowledge.
