She out-Mooched the ‘Mooch…

The Briefing:

• The Tohono O'odham Nation, whose 2.8-million-acre reservation borders 62 miles of Mexico, sued DHS in June 2026 to block a $1.3 billion wall contract awarded to Texas firm SLSCO Ltd., funded from the One Big Beautiful Bill Act's $46.5 billion border barrier appropriation.
• U.S. District Judge Richard Leon denied the tribe's preliminary injunction on August 14; within hours, DHS general counsel James Percival posted a "Resistance Is Futile" Borg meme on social media — a move tribal leaders and attorneys read as a signal that the good-faith consultation the judge had demanded would be hollow.
• Over 13 days, tribal members logged more than 1,000 surveillance incidents in handwritten notebooks, including drones hovering over a ceremonial fire at 4 a.m. — even as crossings on their land had already fallen by more than 95%, and national border encounters had dropped to their lowest level since 1970.

Excerpt: At 4:59 a.m. on August 25, 2026, a single email arrived for Tohono O'odham Nation Chairman Verlon Jose. Government contractors were already on tribal land and had begun drilling. The message offered him 60 seconds to respond.

That pre-dawn notification launched what a ProPublica investigation documents as a coordinated federal pressure campaign — deploying surveillance aerostats, military-grade drones, elite tactical agents, and law enforcement on both sides of the international line — against an Indigenous nation that spent more than two decades functioning as one of the federal government's most effective border security partners in southern Arizona.
