My scenario idea is set in a sci-fi world, though fantasy or near-modern might also work if we get a bit creative.

Basically, under the pressures of a shrinking population, the government(trademark) enacted a Population Act. In it, a lot of measures were outlined, most of them long-overdue changes or simpler ones like a mandatory health inspection at 18-20years of age. However, it also briefly mentions a new 'Program' to be installed without going into detail. In the general public, this wasn't widely noticed, and the nature of it is unknown to most.

Unless, of course, they are drafted into it. Usually, this happens some time after the health inspection mentioned earlier. An agency analysing the results determines that someone is a better fit as the opposite gender. With that, they're drafted. Over the course of the program, they'll be changed physically, and in some aspects, mentally, to their 'better suited' gender.

The goal is for anyone completing the program to be a healthy (and fertile) member of the opposite sex, ready to shape their own path in life. In a way, the program/government(trademark) is benevolent in this scenario. Draftees are still seen as humans. In exchange for this huge infringement, they might also get benefits like scholarships, easier application processes for college, assigned personal doctors, or other things.
